Once you’ve decided that regional migration is the right path, the next step is to determine if you’re eligible for the Subclass 491 visa. This part outlines the core requirements, the points-tested framework, and the key steps involved in the application process.
General Eligibility Criteria
To apply for the Subclass 491 visa, you must meet the following conditions:
- Be under 45 years of age at the time of invitation
- Have an occupation on the relevant skilled occupation list (MLTSSL, STSOL, or ROL depending on the stream)
- Obtain a positive skills assessment for your nominated occupation
- Have competent English (IELTS 6.0 in each band or equivalent)
- Score at least 65 points on the Department’s points test
- Be nominated by a state or territory government or sponsored by an eligible family member
- Receive an invitation to apply through SkillSelect
Each eligibility criterion is strictly assessed. For instance, your age must be under 45 when you receive the invitation (not just when you submit your Expression of Interest). Similarly, your skills assessment must be valid at the time of invitation.
The Points Test
To qualify, you must score at least 65 points, although competitive applicants often require a higher score. Points are awarded based on factors such as:
- Age
- English language proficiency
- Skilled employment experience (in and outside Australia)
- Educational qualifications
- Australian study requirements
- Regional study
- Partner skills
- Nomination or sponsorship (491 applicants receive 15 additional points)
Make sure to calculate your points accurately using the Department of Home Affairs’ points calculator and have evidence ready for each claim.
Application Process
- Skills Assessment
Apply to the relevant assessing authority for your occupation. Each authority has its own requirements, fees, and processing times. - Expression of Interest (EOI)
Submit your EOI through SkillSelect, nominating the Subclass 491 visa and indicating whether you’re seeking state nomination or family sponsorship. - Nomination or Sponsorship
- For the state or territory nomination stream, apply to a participating state or territory. Each has its own criteria and occupation list.
- For the family-sponsored stream, your sponsor must be an eligible relative who lives in a designated regional area.
- Invitation to Apply
If selected, you’ll receive an invitation from the Department to lodge a visa application. - Lodging the Visa Application
You have 60 days to apply online once invited. Ensure all documents are accurate and complete, including your identity documents, skills assessment, English test results, nomination or sponsorship approval, and supporting evidence for your points claims.
